Home maintenance in Wisconsin

Wisconsin regulates what's under your yard more than most states regulate what's on top of it, and if you own a rural or semi-rural home here, that's the single most useful thing to know.

Roughly 750,000 Wisconsin homes draw water from a private well. The state's most common health-related groundwater contaminant is nitrate, which comes largely from fertilizer and manure, and the DNR estimates about one in ten private wells exceeds the federal standard for it. In the Central Sands and parts of southwest Wisconsin, the rate runs far higher.

The state has written two hard rules around this that catch homeowners off guard. Every septic system in Wisconsin must be inspected or serviced at least once every three years, regardless of when it was installed, with the report filed to your county. And any unused well on your property must be permanently filled and sealed by a licensed driller — not capped, not ignored, and not something you can legally do yourself.

Neither shows up on a national maintenance checklist. Both can generate a county notice or a citation.

The calendar

Freeze timing in Wisconsin

Wisconsin's season is short and gets shorter as you go north. In Green Bay, 1991–2020 normals put the average first fall freeze around October 6 and the average last spring freeze around May 3, giving roughly a 155-day freeze-free season. Milwaukee and Madison run later in fall and earlier in spring; the northern counties and the Northwoods run earlier and later respectively, with meaningfully shorter seasons.

NWS Milwaukee publishes climate normals for Milwaukee and Madison, and the Midwest Regional Climate Center maps median last-freeze dates statewide. Southern Wisconsin's median last 32°F date ranges from mid-April to mid-May, with the Baraboo and Reedsburg area typically the latest in the south — a cold-air pooling effect in the Driftless valleys that catches people who assume "southern" means "milder."

What that means for the house:

August into September — Septic inspection and any well work, while the ground is still workable and providers aren't booked solid. If your three-year window is up, this is the month. September — Furnace or boiler service, before the first cold snap fills every schedule in the county. Late September in the north, first half of October in the south — Hoses disconnected and drained, interior shutoff valves closed. Green Bay averages its first freeze on October 6. Before the ground freezes — Mark the septic tank lid and the wellhead so a plow, a pumping truck, or you in February can find them under snow. October — Gutters after leaf drop, and the attic check: even insulation, clear soffit vents, bath and dryer fans exhausting outside rather than into the attic. Spring, especially after snowmelt — Test your well. Contamination is usually worst during groundwater recharge in spring and fall, so a test taken in a dry August can miss what a wet April would show.

What's different about Wisconsin

  • Nitrate, pesticides, and your well

    Wisconsin is a farm state sitting on permeable ground, and its groundwater shows it. Nitrate is the most common health-related contaminant found in Wisconsin's groundwater, arriving from nitrogen fertilizer, manure application, and to a lesser extent failing septic systems.

    The DNR estimates roughly 10% of private wells statewide exceed the federal standard of 10 mg/L, which works out to something like 75,000 wells. Rates vary sharply by region and run considerably higher in the Central Sands counties, south-central Wisconsin, and the southwest. Nearly a third of Wisconsin well owners have never tested for nitrate at all.

    Nitrate matters most for infants under six months, where high levels cause methemoglobinemia — blue baby syndrome. It's colorless and tasteless, so the water gives you no warning.

    The Wisconsin testing schedule, per DNR and DHS:

    Coliform bacteria: every year, and any time you notice a change in taste, color, or smell. Nitrate: every year, and essential for any well serving an infant under six months or used by someone pregnant. DNR advises testing all newly constructed wells and any well not tested in the past five years. Arsenic and lead: every five years. Time it deliberately. Contamination is generally worse during groundwater recharge in spring and fall, so a spring sample tells you more than a midsummer one.

    A nitrate test is inexpensive, DNR maintains a list of certified labs, and county UW-Extension offices sometimes run free or subsidized well-water clinics. If you're within a quarter mile of row crops, ask about pesticide screening too — herbicide breakdown products turn up in Wisconsin wells more often than most owners expect.

  • The septic inspection Wisconsin actually requires

    Wisconsin Administrative Code SPS 383.54(4) requires that every private onsite wastewater treatment system in the state be inspected or serviced at least once every three years, regardless of when it was installed. Counties administer it, maintain the inventory, and send notices when your window is up. This isn't a recommendation. Counties issue citations.

    What the inspection actually is. A licensed master plumber, certified POWTS inspector, registered POWTS maintainer, or licensed pumping service visits and checks the system: whether effluent is ponding on the surface, the condition of the tank, the effluent filter, pump and float controls, and the drainfield.

    Pumping is not automatic. Under the code, the tank gets pumped when combined sludge and scum reach about a third of the tank volume — and that determination is made by the licensed provider, not by you or by a calendar. Some counties notify on a one-to-three-year pumping interval based on tank size. Holding tanks are different: they get pumped when wastewater reaches a foot below the inlet, and they need working audible and visual alarms.

    The reporting is the part people miss. The service provider files the report with the county, generally within 30 days. If you had work done and no report was filed, the county's records show you as non-compliant even though the work happened. If you get a notice for a system you just serviced, call your provider and ask them to file — most counties will accept a dated invoice or receipt in the meantime.

    On a schedule:

    Every three years, minimum — inspection or service by a licensed provider, report filed. Every spring — walk the drainfield yourself. Standing water, soggy ground, unusually green grass, or an outdoor smell are early warnings, and catching one is a repair rather than a replacement. Ongoing — keep vehicles off the drainfield, keep roots away, and keep grease and anything labeled "flushable" out of the system.

  • The unused well you may not know you own

    Under Wisconsin Administrative Code NR 812.26, any well removed from service must be permanently filled and sealed. A well is generally considered unused once it's been out of service for 15 months or more. Capping it, covering it, or forgetting about it doesn't satisfy the rule.

    The reason is straightforward. An unused well is a straight pipe from the surface to the aquifer, bypassing every foot of soil that would otherwise filter what goes down. It's a contamination route into the groundwater that supplies working wells, including yours and your neighbors'.

    What the law requires:

    Only a licensed well driller or pump installer can do it. Since June 1, 2008, filling and sealing by anyone else isn't legal. The pump and interior piping come out, and the well is filled from the bottom up with an approved impermeable material. A Well Filling and Sealing Report must be filed with the DNR. That document is what proves the well no longer exists, and it matters at sale. It comes due before construction or demolition. NR 812.26(5)(a) requires unused wells to be sealed before that work begins.

    Where this ambushes people:

    Property transfers. NR 812.44 property transfer well inspections specifically look for unused or noncomplying wells, wells sealed by an unlicensed person after June 2008, stovepipe or thin-walled casing, and noncomplying well pits. An unsealed well found during a transfer becomes a closing problem. Older properties. If your home was connected to municipal water at some point, the original well may still be down there. Basement floor openings get mistaken for drains. If your municipality has a well filling and sealing ordinance, it may separately require a permit or sealing.

    One thing worth checking: DNR offers a limited number of grants toward sealing unused private wells for applicants under income thresholds. You have to apply and hold an approval letter before any work begins — apply after the fact and you get nothing.

  • Test smoke detectors · Every 6 months · 5 minutes

    Smoke detectors only work if the batteries do. It's recommended to test every detector twice a year and replace batteries as needed.

    Carbon monoxide is invisible and odorless, so the detector is your only warning. Test it twice a year, especially before heating season.

Winter

    Moving water is much harder to freeze. On subzero nights, a thin stream from faucets on outside walls is cheap insurance against burst pipes.

    If the discharge line freezes, the pump pushes against a plug of ice until it burns out or the pit overflows. Check the outlet during cold snaps and thaws.

Spring

  • Test the sump pump · Yearly (plus after long idle spells) · 15 minutes

    Spring melt and heavy rain tend to arrive together, and the pump needs to be ready. Pour a bucket of water into the pit and confirm it kicks on and drains. While you're there, take a look in the pic and remove any debris.

    The storms that flood basements often knock out power too. Check the backup battery's charge and age each spring.

  • Clean gutters and downspouts (spring pass) · Twice a year · 1–2 hours

    Winter leaves gutters full of grit and seed pods. Clogged gutters send water toward the foundation, so it's worth clearing them each spring. This will help heavy spring rain water drain properly.

Summer

  • Inspect and reseal the deck · Yearly check; reseal every 2–3 years · 20 minutes to check; a weekend to seal

    Sprinkle water on the boards; it should bead up on sealed wood. If it soaks in, the deck is absorbing rain and it's time to reseal. Check your forecast and plan to work on this during a week with no rain.

  • Wash siding · Yearly · 2 hours

    A yearly rinse removes the mildew film before it becomes a scrubbing job. It's also your best chance to spot loose or damaged siding up close.

  • Trim vegetation back from the house · Yearly · 1 hour

    Branches that touch the house give insects a bridge and hold moisture against the siding. Aim for at least a foot of clearance all the way around. Note: Many insurers will require this to issue or renew your homeowners insurance.
